From Times Staff and Wire Reports

Blacks are moving away from the Rust Belt and toward the South and West, census figures show. The number of blacks rose 65.5% in Sacramento, 52.5% in San Diego and 50.1% in Miami-Ft. Lauderdale from 1980 to 1990. Los Angeles’ black population rose 16.1%. The trend was underscored by declines in black populations in the Chicago and Pittsburgh, Pa., metropolitan areas. Although black populations rose in some Northern cities, the rates of increase were far less than elsewhere and often were less than the 13% national increase in the number of blacks during the decade.
