Recession Is Over, Economists Say: The economy has begun a modest recovery from the recession, according to a survey of nearly 70 economists released by the Federal Reserve Bank of Philadelphia. Two-thirds of those responding said the turnaround began between April and June, with May the most popular choice. That means that the recession lasted 10 months, about average for postwar downturns, the survey said. The economists said they did not expect a robust recovery, in part because the economy gets little spending support from the government.
