U.S. Rules Against Japanese Firms: The Commerce Department ruled that Japanese companies were “dumping” computer video displays on the U.S. market at unfair prices, paving the way for possible punitive import duties. Department officials said temporary duties were being levied on the displays. They added that if the International Trade Commission, a U.S. agency, finds that the imports injured American firms, the duties will be made permanent.
