President Bush is expected to announce this week that he is lifting all U.S. economic sanctions against South Africa, Administration officials said Monday.

According to a senior official, Secretary of State James A. Baker III has completed a review of the situation of political prisoners in South Africa, a final issue to be resolved before sanctions can be lifted under U.S. law. Baker has reported to Bush that the white-minority government in Pretoria is in the process of releasing all political prisoners, the official said.

The State Department concluded that recent moves made by Pretoria, including a process announced last week to handle remaining prisoners, meet the requirements for suspension or lifting of the economic sanctions by Bush.

It was unclear Monday night whether Bush would announce an end of sanctions or a suspension.
