From Times Staff and Wire Reports

President Bush was expected to approve commission recommendations that 25 military bases and 10 research laboratories be shut down. Officials said the President would announce in a White House ceremony that he is forwarding the report to Congress, which has 45 days to approve or reject the list but cannot alter it. Cary Brick, speaking for Rep. David O’B. Martin (R-N.Y.), said his office was notified that Bush was about to sign off on the report.
