THIRSTY-SOMETHING: Following the lead of 12 local cities, the county is making it a crime to serve water to restaurant patrons unless they ask first. . . . Under a law approved Tuesday, offenders face 60 days in jail, though it’s unlikely such a penalty would be meted out. . . . Supervisor Don R. Roth, who pushed for the law, has already felt its effect: “I just came from a restaurant when I had to ask and beg for a glass of water. The guys I was with said: ‘See what you’ve done, Roth.’ ”
