Continental to Review Staffing: Continental Airlines said it would review all operations and staffing levels because a summer travel surge never came, putting additional pressure on the financially troubled carrier. Spokesman Art Kent declined to say whether layoffs or flight cutbacks were imminent, but said it was unlikely any action based on the review would occur before autumn. Continental has been operating under Chapter 11 of the federal bankruptcy code since December, troubled by debts, higher fuel costs during the Persian Gulf crisis and a slowdown in passengers because of the recession.
