Customs Denies Sidestepping Honda Fine: Lawmakers accused the Treasury Department of pressuring the department’s Customs Service division to sidetrack a $20-million penalty proposed against the makers of Honda automobiles for allegedly cheating on a trade agreement. Treasury denied the allegation. Customs Commissioner Carol Hallett said no penalty has yet been proposed because the Customs Service is still investigating whether Honda has been passing off as American-made some cars that were as much as 62% foreign-made.
