Soviet Oil Exports Off 50%: Export of all Soviet goods dropped 23% in the first half of 1991 from a year earlier, reported Goskomstat, the Soviet bureau of statistics. Various commentaries in official Soviet publications blamed the declines on outmoded oil equipment and government policies, such as the rule that requires oil exporters to turn almost half of their foreign earnings over to the government at an unfavorable rate of exchange.
