Johannesburg police said they arrested a white officer and were seeking four former police assistants in the killings of 11 blacks at a 1988 funeral vigil. The arrest of Police Capt. B. V. Mitchell followed testimony Friday by two former police constables regarding the Dec. 3, 1988, funeral attack in a black township near New Hanover. David Khambule and Dumisani Ndwalane, the former police constables, testified they fired on the victims after being ordered by Mitchell “to kill people in a hut who were terrorists.”
