Zambia OKs Constitution
This African nation’s Parliament has approved a new constitution that will end 17 years of one-party rule. Multi-party elections are due by October.
The old 1973 constitution had outlawed political opposition to President Kenneth Kaunda’s ruling United National Independence Party.
The new constitution provides for a Cabinet appointed from within Parliament and gives the new Cabinet extra powers. In addition, the president is not protected against prosecution and does not have the right to declare martial law.
Kaunda is expected to sign the constitution before the elections.
