John F. Whealon, 70, Roman Catholic archbishop of Hartford, Conn., for more than 22 years. A biblical scholar, Archbishop Whealon was one of the few remaining bishops who had participated in the historic Second Vatican Council (1962-65), which introduced the biggest changes in the Catholic Church in centuries.
