Justice Minister Quits in Colombia

BOGOTA, Colombia — Justice Minister Jaime Giraldo, architect of Colombia’s controversial policy of leniency to drug traffickers who surrender, was forced to resign after arguing with army commanders, the opposition newspaper El Nuevo Siglo reported Tuesday.
President Cesar Gaviria appointed as his successor Fernando Carrillo, a 28-year-old liberal lawyer who graduated from Harvard University.
Giraldo’s policy won the surrender of Pablo Escobar, boss of the Medellin cocaine cartel, and 17 other traffickers.
