New U.S. Ambassador Arrives in Philippines

MANILA — Frank Wisner, new U.S. ambassador to the Philippines, arrived Thursday to oversee the signing of an agreement that will hand Clark Air Base back to the former U.S. colony next year.
Wisner, 53, who last served in Egypt, will formally take his Philippine post by presenting his credentials to President Corazon Aquino today.
The new agreement allows U.S. use of Subic Bay Naval Base for 10 years.
