Henry F. Jackson, 52, a university professor and expert on U.S. foreign policy toward Africa. Jackson was chairman of the department of black and Puerto Rican studies at Hunter College in New York before coming to UCLA in 1990 as visiting professor in political science and Afro-American studies. He recently was awarded a Fulbright Fellowship for a research project at the University of Witwatersrand in South Africa. He was the author of “From the Congo to Soweto: U.S. Foreign Policy Toward Africa Since 1960” and “The FLN in Algeria: Party Development in a Revolutionary Society.” In Los Angeles on Thursday of toxoplasmosis, kidney failure and pneumonia, said a friend, Franklin D. Roosevelt III.
