Peter Elliott of Britain, the 1988 Olympic silver medalist at 1,500 meters, has withdrawn from that event in the World Track and Field Championships in Tokyo because of an Achilles’ injury, officials said. Quincy Watts of USC is skipping the 400 meters to concentrate on the 1,600-meter relay. He will be replaced by Danny Everett, the 1988 Olympic bronze medalist who attended UCLA.
