The trouble was attributed to an encoder necessary to transmit rocket performance data to the ground. The first Aries rocket carrying secret experiments for the Pentagon’s Strategic Defense Initiative veered sharply off course during launch Aug. 20, and the Air Force quickly destroyed it.
