Israeli Loan and Peace Talks

In response to “Bush Can Call Shamir’s Bluff,” by Jerome M. Segal, Commentary, Sept. 10:

Segal errs. Israeli Prime Minister Yitzhak Shamir is not bluffing. The Jews as well as the Arabs have a claim to that land called the West Bank-occupied territories-liberated territories. Israel, since its inception in 1948, has recognized the Palestinians and never denied that Palestinians have certain rights. Israelis do deny that the Palestinians have the right to destroy Israel. The Palestinians have been consistent in averring that Israel has no right to be recognized, has no right to negotiations and no right to exist. This attitude is the essence of the barrier to any peace process in the Middle East. The matter of the settlements is incidental.
