CALIFORNIA IN BRIEF : SAN FRANCISCO : 3 Retired Judges Given Remap Job

Three retired judges were named as the special masters to prepare a legislative and congressional reapportionment plan for the 1992 elections. The panel will gather data, conduct hearings and present a plan to the State Supreme Court for final consideration by Nov. 29--unless Republican Gov. Pete Wilson and the Democratic-controlled Legislature can break their current deadlock and come up with a plan. Selected for the panel were retired Appellate Justice George A. Brown, 74, of Fresno, named to the appellate bench by then-Gov. Ronald Reagan; retired Superior Court Judge Rafael H. Galceran, 70, of Los Angeles, also a Reagan appointee; and retired Superior Court Judge Thomas Kongsgaard, 70, of Napa, a judicial selection of Gov. Goodwin J. Knight. Judicial posts are nonpartisan, but in judicial biographies Brown and Galceran are listed as Republicans and Kongsgaard as a Democrat.
