A summary of significant Los Angeles City Hall decisions affecting the Westside in the last week.

CITY COUNCIL

* CHILDREN’S FESTIVAL: Approved the temporary closure of 7th Avenue between Broadway and Westminster Avenue in Venice for the Oakwood Recreation Center’s Children’s Festival Nov. 2. from 8 a.m to 5 p.m. The council also approved spending $300 to assist organizers with the event.

* CLEANUP FUNDS: Approved providing $300 to help volunteers with a graffiti paint-out Saturday in the Oakwood community.

* GRAFFITI REWARDS: Approved graffiti reward payments of $500 each to 12 citizens who turned in graffiti vandals during 1990-91.

* HAZARDOUS BUILDINGS: Approved a motion declaring two vacant buildings at 204 S. Venice Blvd. and 474 S. Venice Blvd. public nuisances and ordered their demolition. Apartment units are to be developed on the sites, including some designated for low-income renters.

* HISTORICAL: Approved the recommendation of the Cultural Heritage Commission to include the Camp Josepho Malibu Lodge in Pacific Palisades on the list of Historic-Cultural Monuments. The lodge was built in 1941 by Anatol Josepho, an inventor and businessman.

BOARD OF PUBLIC WORKS

* WALK OF FAME: Approved a request to place the name of sportscaster Jim Healy along the Hollywood Walk of Fame. The installation is scheduled for 11:30 a.m. Nov. 7 at 6740 Hollywood Blvd. The council must give final approval.

* CHRISTMAS PARADE: Approved the closure of the east- and westbound curb lanes of Sunset Boulevard between Van Ness Avenue and Gower Street from 12:01 a.m. Nov. 30 to 9 a.m. Dec. 2 for preparation and cleanup activities relating to the Hollywood Christmas Parade. The parade is Dec. 1.

HOW THEY VOTED

* AIDS: Approved a proposal urging the Los Angeles Unified School District’s Board of Education to adopt recommendations by a district’s blue-ribbon task force on AIDS education and programs for students, school personnel and parents. Passed 13-0.

Voting yes: Marvin Braude, John Ferraro, Ruth Galanter, Nate Holden, Joel Wachs, Michael Woo and Zev Yaroslavsky.

* CONDOMS: Approved a recommendation of the school district’s blue-ribbon task force on AIDS that calls for condoms to be made available at every secondary school. Passed 10-3.

Voting yes: Braude, Ferraro, Galanter, Wachs, Woo and Yaroslavsky.

Voting no: Holden.

* POOL TABLES: Granted a variance to permit the owner of Q’s Restaurant, 11835 Wilshire Blvd., to continue to operate illegally installed pool tables. City staff members were ordered to closely monitor the operation. Approved a conditional-use permit to also allow the serving of liquor during certain hours. Passed 12-0.

Voting yes: Braude, Ferraro, Galanter, Holden, Wachs and Yaroslavsky. Woo was absent.
