A summary of significant Los Angeles City Hall decisions affecting the Westside in the last week.

CITY COUNCIL

* TRAFFIC FEES: Approved spending $11,210 to continue paying overtime for traffic officers and others working to mitigate traffic congestion caused by the reconstructing of Venice Boulevard from Pacific Avenue east to Lincoln Boulevard.

* BILL OF RIGHTS FESTIVAL: Councilwoman Ruth Galanter introduced a motion to temporarily close Degnan Boulevard, between 43rd Street and 43rd Place, and 43rd Street, between Leimert and Crenshaw boulevards, from noon to 6 p.m. for the Bill of Rights Festival on Nov. 10. The event is designed to give youths an understanding of the Constitution and the Bill of Rights and is sponsored by several nonprofit organizations.

HOW THEY VOTED

* ZOO DIRECTOR: The council approved raising the salary limits of the director of the Los Angeles Zoo from $94,357 to $116,488. There has not been a permanent zoo director since Warren Thomas resigned in January. Jerry Greenwalt is interim director. In August, Terry Maple, director of the Atlanta Zoo, turned the job down because of the high cost of housing in the area. Passed 12 to 0.

Voting yes: Marvin Braude, John Ferraro, Ruth Galanter, Nate Holden and Michael Woo. Joel Wachs and Zev Yaroslavsky were absent.

* HILLSIDE DEVELOPMENT: The council approved the development of nine single-family homes on a hillside site in Pacific Palisades. Several homeowners opposed the project at 16974 Sunset Boulevard near Marquez Place, saying they were concerned with landslides. City officials reported the site is geologically safe. Passed 9 to 1.

Voting yes: Braude, Ferraro and Galanter. Holden, Wachs, Woo and Yaroslavsky were absent.
