CC&Rs;: Abide by Them, Change Them or Move

I have just finished reading the article concerning the homeowners in Laguna Niguel who are unhappy about the decision that their association board has made regarding back-yard play sets.

The owners of an association who do not like the CC&Rs; have a right to change them by a majority approval vote and other legal requirements. However, it is not the board’s responsibility to spend the association’s money to do so. They are elected, among other things, to enforce the CC&Rs; and rules and can certainly be held responsible if they weaken them so that they are no longer effective.
