Many States Consider Action Against Salomon: State regulators probing alleged improprieties at Salomon Inc. are weighing actions that could include criminal charges against the Wall Street firm, which has admitted violating U.S. Treasury auction rules. Thirty-three states announced Sept. 17 that they were investigating Salomon. Potential criminal charges would stem from Salomon’s admission that it violated Treasury rules by bidding for more securities than permitted and placing unauthorized or bogus bids.
