Canadian Firm May Seek De Havilland: Bombardier Inc. of Montreal said it is negotiating with the Canadian and Ontario governments about a possible investment in Boeing Co.’s unwanted De Havilland division. A Bombardier bid could scuttle a European group’s plans to buy the Toronto-based commuter aircraft manufacturer. Ste Nationale Industrielle Aerospatiale of France and Alenia of Italy signed a deal to buy the money-losing operation in the summer of 1990. But the European Community quashed the deal this month on the grounds that it would concentrate too much of the commuter aircraft market with one group. The consortium is preparing another bid.
