President Bush should join Congress in reducing tax rates “to get America growing again,” Housing and Urban Development Secretary Jack Kemp said. Appearing on CBS-TV’s “Face the Nation,” Kemp said he believes such a measure could be enacted this year. “This economy, while technically, perhaps, out of recession, it’s limping, it’s anemic, and it needs some oxygen in the body economic to create more jobs, to create more growth,” Kemp said. “So I think the time is right, personally--I haven’t yet convinced everybody in Congress or the White House--to have a joint Bush and congressional tax-rate reduction, not to bust the budget but to get America growing again.”
