They hit a record 9,342 in 1990--but are already beyond that this year. . . . “We’ll have 12,000 by year end,” says federal bankruptcy analyst Donovan S. Cooper. . . . The problem: Too many small businesses cannot get extensions from their creditors, and, with credit tight, they cannot get enough bank financing.
