BUDAPEST : Of Bullets and Bandages

The 26th International Conference of the Red Cross and Red Crescent convenes Friday for its quadrennial assessment of the ever-increasing risks posed by man and nature against humankind.

A key focus of this year’s gathering of nearly 170 governments, 150 Red Cross and Red Crescent societies and dozens of regional and international organizations will be how to protect victims of the Yugoslav civil war. On the agenda are discussions on the treatment of prisoners of war, humanitarian guarantees for children and deterring arms trafficking.

At least 7,000 Yugoslavs are thought to have died since fighting escalated after the June 25 declarations of independence by Croatia and Slovenia.
