Packard to Run in Remapped 48th District

WASHINGTON — As expected, Rep. Ron Packard (R-Oceanside), who represents southern Orange County, announced Friday that he will seek reelection in the proposed new 48th Congressional District that would stretch from Laguna Beach into north-central San Diego County.
Packard termed “fair and impartial” the map of new congressional districts proposed by a group of “special masters” named by the state Supreme Court. The court appointed the masters to draw the new districts after the state Legislature and Gov. Pete Wilson failed to agree on a redistricting plan to accommodate population changes reflected in the 1990 Census.
The new 48th Congressional District would extend Packard’s existing 43rd District farther north into Orange County, and for the first time into Riverside County, where it would include the city of Temecula.
However, the new district would not include the San Diego County cities of Escondido, San Marcos and Carlsbad, where Packard once served as mayor before winning election to Congress in 1982.
The Supreme Court has yet to hold hearings on the masters’ plan, and has not yet certified the proposed new boundaries as final.
