Secretary of State James A. Baker III said Thursday that multilateral Middle East peace talks will be held in Moscow next month despite political turmoil in the nearly moribund Soviet Union.

There had been rumors that the talks might be moved, but Baker told a news conference: “It is my view that the parties involved all want to see that happen in Moscow, and we are not about to pull back an agreement that we made with respect to the venue.”

He added: “We anticipate that those talks will take place on Jan. 28 and 29.”

The multilateral talks form the third stage in the peace negotiations. The first stage was a peace conference held in October in Madrid. The second involves bilateral talks between Israel and Syria, Israel and Lebanon and Israel and a joint Jordanian-Palestinian delegation. Those talks have been adjourned until Jan. 7.
