TRUST? Ron Harding of Anaheim, whose moving-and-storage firm is one of the largest black-owned businesses in Orange County, wonders how the Resolution Trust Corp. got its name. . . . The RTC, assigned to clean up the savings and loan mess, wanted to store 30,000 boxes of records with Harding but demanded additional shelving and security. Harding says he spent $451,000 to comply, but then RTC reneged on its contract. An RTC spokesman acknowledges the cancellation and says agency is negotiating with Harding to pay for the expenses.. . . . Says Harding: “After what they’ve put me through, no, I don’t trust them.”
