Former Secretary of State William P. Rogers, head of the U.S. Olympic Committee’s new ethics oversight panel, said the group will focus on developing a more specific code of conduct rather than delving into recent tarnishing episodes.

The Rogers committee was created by USOC President William J. Hybl after conflict-of-interest allegations led to the resignation of his predecessor, Robert Helmick, and the censuring of USOC Executive Director Harvey Schiller.
