Credit Card Delinquencies Keep Rising: Bank credit card holders fell further behind on their bills in October, but uncollectible debts appear to be leveling off, Moody’s Investors Service Inc. said. Moody’s said 6.03% of account balances were delinquent in October, 1991, continuing a rise that began in July. Delinquent balances were 7% higher than in October, 1990. Moody’s added that the amount that banks are charging off as bad debt appears to be stabilizing. The level of charge-offs was 5.8% of outstanding balances in October. That statistic has fluctuated in a narrow range since March, Moody’s said.
