* MEALS FOR SENIORS: Approved spending $276,120 to continue providing meals for the Senior Citizen Nutrition Program, including about 10 programs in West Los Angeles. Meals are served daily by Recreation and Parks Department staff at various city facilities. Senior citizens who can afford to pay contribute 75 cents to $2 for the meals.

* GREEN LINE: In the wake of the debate over the county Transportation Commission decision to buy Japanese transit cars for the Green Line, Zev Yaroslavsky has introduced a proposal asking that the City Charter be amended to allow preferences for state or county firms seeking city contracts. He said this is necessary to protect jobs and stimulate the local economy.

* SMOKING BAN: City Council President John Ferraro has introduced a proposal that asks the council to push for state legislation that would prohibit smoking in restaurants and public buildings where government business is being conducted.

* APPOINTMENT: Approved the appointment of Monica C. Lozano-Centanino as a commissioner on the Community Redevelopment and Housing Agency Board. Lozano-Centanino replaces Linda Griego, who was appointed deputy mayor. The commissioner, whose term will expire in November, 1994, lives in the 11th District.

* CHILD CARE: Introduced a proposal to apply for $969,344 in state funds to subsidize child care services at 10 recreation sites, including facilities at Baldwin Hills Playground and Jim Gilliam Park.

* STREET CLOSURE: Approved the temporary closure from 7 a.m. to 6 p.m. Monday of Grandee Avenue between Century Boulevard and 103rd Street in the Watts Shopping Center for a memorial dedication for Dr. Martin Luther King Jr. A concrete and granite sculpture with King’s “I Have a Dream” speech engraved on it will be dedicated. Passed: 13-0. Voting yes: Marvin Braude, John Ferraro, Ruth Galanter, Nate Holden, Michael Woo and Zev Yaroslavsky. Joel Wachs was absent.

* CONTRACT INFORMATION: Approved a proposal requiring contractors seeking city business to provide their main business addresses to the council, as well as the percentage of their employees who live in the city of Los Angeles. The proposal is an attempt to monitor where city funds are being spent and, if the businesses are located in Los Angeles, how many jobs they provide to city residents. Passed: 13-0. Voting yes: Braude, Ferraro, Galanter, Holden, Woo and Yaroslavsky. Wachs was absent.

* CHILD SAFETY: Adopted a recommendation to help sponsor state legislation that would limit child care facilities to the first and second floors of buildings for safety purposes. The recommendation also calls for state law to allow local jurisdictions to adopt standards for child care facilities that would be stricter than state regulations. Passed: 13-0. Voting yes: Braude, Ferraro, Holden, Woo and Yaroslavsky. Galanter was absent.
