New Man at Spoleto: Marcus Overton, manager of the performing arts program at the Smithsonian Institution, is the new executive director of the Spoleto Festival U.S.A. The position, responsible for management, fund-raising, financial affairs and marketing, replaces the post of general manager. Nigel Reddin resigned as general manager last September after clashing with festival founder and artistic director Gian Carlo Menotti over programming. The 1992 Spoleto Festival runs May 21-June 7 in Charleston, S.C.
