Countywide : Term-Limit Backers Form Local Chapter

A bipartisan national group seeking term limits for members of Congress and other means to reduce the political advantage of incumbents is setting up a chapter in Ventura County.

The group, called the Coalition to End the Permanent Congress, has scheduled its first meeting for 10 a.m. Saturday at Fremont Intermediate School in Oxnard. “We’ve gotten a tremendous response,” said Pat Mullvain of Oxnard, an organizer. “People are really upset with what is going on in Washington.”

The coalition was founded after 98.5% of the congressional incumbents won reelection in the 1988 election. Its headquarters is in Kansas City, Mo.

With a Republican and Democrat as co-chairmen, the group has launched a nationwide campaign to limit House and Senate members to two terms apiece, to eliminate political action groups, to curb free mailing privileges of congressional representatives who use them for mass mailings to constituents, and to require congressional representatives to abide by the laws they pass.

“We are starting to get together with all sorts of splinter groups who are unhappy with the way legislatures are running things,” Mullvain said. “We want to vote them out and get some fresh blood in there.”
