Fixed-Rate Mortgage Up: Fixed-rate mortgages averaged 8.56% last, up from 8.45% the week before and the second consecutive increase, according to a national survey released by the Federal Home Loan Mortgage Corp. It was the highest since fixed-rate mortgages averaged 8.62% during the week ended Dec. 6. Rates averaged 8.23% during the week ending Jan. 10, an 18-year low. On one-year adjustable rate mortgages, lenders were asking an average initial rate of 5.90%, up from 5.89% the week before. The rates do not include add-on fees known as points.
