It’s OK for Iraq to import 105 tons of black tea. But 81,000 table tennis balls, 21,000 badminton rackets and 26,000 “leather-like” handbags are a no-no, the Security Council’s sanctions committee ruled Thursday.

Vietnam had sent the committee a letter requesting permission for these items to be exported to Iraq, together with a number of lacquer paintings, to fulfill a 1989 contract of unstated value.
