A Monrovia Staffer Wins State Award

Jeanne Kennedy, assistant city manager of Monrovia since 1983, has received the John H. Nail Memorial Award as top assistant city manager in the state from the League of California Cities.

“I was really happy to hear that Jeanne Kennedy got the award,” said Mayor Pro Tem Bill Card. “She has been one helpful person to everyone she comes into contact with, whether it’s a citizen with a problem, a staff member or just a council member.”

Kennedy’s duties last year included work on the city budget, labor negotiations with three employee associations and coordination of the city’s emergency response and recovery after the June 28 Sierra Madre earthquake.

She graduated from Stanford University and earned a master’s degree in public administration at USC.

After starting her public service career as an administrative analyst in Claremont in 1977, she was administrative assistant in Santa Monica from 1978 to 1980 and came to Monrovia as assistant to the city manager in 1980.

* Arnold R. Schaffer has been named chief executive officer at Garfield Medical Center in Monterey Park.

Garfield is a 229-bed acute-care facility owned by Santa Monica-based National Medical Enterprises Inc.

* Gloria M. Kunkel has been named executive director of Union Station Foundation in Pasadena. Kunkel, who has been acting director since Sept. 1, previously was interim development director.

Union Station Foundation, a nonprofit corporation founded in 1973, offers food, shelter and counseling to the homeless and economically disadvantaged in the West San Gabriel Valley.

* William G. Wentworth has been elected president of the Walnut Valley Water District.

Wentworth, the former mayor of Walnut, was appointed to the district board in May, 1987, and won the seat in the November, 1987, election.
