Chip Advisory Group Issues Report: In its third annual report, the blue-ribbon National Advisory Committee on Semiconductors endorsed more collaborative research and careful development of a long-term technology “road map” as key elements to keep the U.S. chip industry competitive with Japan. The group stopped short of recommending new government-funded programs, however. The report repeated many earlier policy recommendations--including a cut in the capital gains tax and other measures to reduce investment costs for chip companies--and urged businesses to cooperate more and pay greater attention to quality. But the cautiously worded document said an ambitious proposal for a chip technology program called Micro Tek 2000 should be studied.
