Nation IN BRIEF : WASHINGTON, D.C. : Release of Protection Plan for Owl Delayed

Interior Secretary Manuel Lujan Jr. postponed the release of a draft protection strategy for the northern spotted owl so the economic impact on the Pacific Northwest can be more fully reviewed. His decision drew praise from the timber industry and criticism from environmentalists. Interior Department spokesman Jay Sullivan said the plan is being delayed in accordance with President Bush’s temporary moratorium on new regulations that could adversely affect the economy.
