Fixed Rates Higher: Thirty-year, fixed-rate mortgages averaged 8.73% this week, up from 8.67% last week, according to a national survey released by the Federal Home Loan Mortgage Corp. It was the first increase in two weeks. Rates hit their January peak of 8.68% during the week ending Jan. 31. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 5.78% this week, down from 5.87% last week. The rates do not include add-on fees known as points.
