* Michael S. Noonan, a resident of San Juan Capistrano, has been named director of the external affairs office for Pacific Bell. Noonan will be responsible for the company’s government, community and media relations for Orange, Riverside and San Bernardino counties. Noonan joined Pacific Telephone in 1969 and most recently served as district sales manager for Pacific Bell’s small- and medium-sized business accounts in Orange County.
