PLATFORM : Low-Cost Insurance

The program is very important in that it allows paramedics to continue and flourish in spite of tightening budgets. If we had to pay for the whole thing and lay it on the taxpayer who may never need to call the paramedics, we’d have a harder time justifying the expense.
If (we) bill for paramedic services at the time of the service, we’re going to hurt a lot of people who are already hurting from an illness or an injury when they call us. A subscription program allows our citizens to sort of buy insurance so they’re not going to get hit double with a bill. The trade-off is that the actual subscription rate is very low-cost insurance.
You may go through your entire life and not require the services of paramedics unless you’re chronically ill. Most users will never take advantage of the service, and that’s good. That’s the way we’d like to keep it.
