Medical Board Files Complaints Against 2 Doctors

In separate complaints, the Medical Board of California has accused a Los Alamitos anesthesiologist of gross negligence in the death of a patient and charged that a Tustin obstetrician sexually abused his patients.

State officials are seeking to revoke or suspend the medical licenses of Howard J. Rosen, chief of anesthesiology at Los Alamitos Medical Center, and Tustin obstetrician Ivan C. Namihas.

Rosen said: “The allegations are incorrect. I’d like to comment, but that is usually restrained by the attorneys.”

Namihas could not be reached for comment.

According to the accusation against him, Rosen failed to properly evaluate a 30-year-old labor and delivery patient who needed a Cesarean section.

The complaint says the anesthesiologist had difficulty placing a tube down her airway, but he told an obstetrician to proceed with surgery anyway. The woman then went without oxygen for from five to 20 minutes during the June 29, 1989, surgery and later died.

In the case against Namihas, state officials cited a series of incidents from 1968 to 1986 in which the doctor had allegedly fondled his patients.
