Compton : Burden of Graffiti Cleanup Would Change Under Law
A proposed ordinance to combat graffiti would shift part of the financial responsibility of repainting to local businesses and would fine parents for damage to public and private property by minors.
The ordinance, drafted by Bobby Boyce, general services director for the city, will be discussed at a workshop meeting at 5:45 p.m. March 3 in the City Council chamber.
The city’s General Services Department, which spends about $250,000 annually to eradicate graffiti, would require businesses and apartment owners to either maintain their own paint supplies to be used by city paint crews or be billed by the city for the cost of removing graffiti.
A reward fund of $5,000 would be set up to pay for information leading to the arrest and conviction of persons involved in defacing property. Parents or guardians of minors apprehended for spreading graffiti would be held liable for removal of the graffiti.
