Tatarstan Eyes Independence

KAZAN, Russia —
The Parliament of oil-rich Tatarstan, an autonomous republic within Russia, voted Friday to hold a referendum March 21 on whether it should seek independence.
The decision crowns Tatarstan’s independence drive and could deprive Russia of a Volga River region of 4 million people.
