The CIA’s plan to build a huge new compound in West Virginia resulted directly from intervention by Sen. Robert C. Byrd (D-W. Va.), and the agency concealed information from other lawmakers who opposed the move, according to an internal CIA investigation, the Washington Post reported. A review of CIA relocation plans by the agency’s inspector general, the newspaper says, concludes that the proposed move to West Virginia would cost more than other suitable locations in Virginia, but that CIA officials decided on West Virginia largely because Byrd could help the agency pay for it. The report concludes that neither Byrd nor CIA officials violated any laws.
