LAKE FOREST : City Officially Joins Tollway Group

The City Council voted last week to become part of the Foothill/Eastern Transportation Corridor Agency and participate in the tollway’s bridge-fee program.

The council also named Mayor Helen Wilson as the city’s first representative to the agency. Councilwoman Ann Van Haun will be the city’s alternate.

Participation in the bridge-fee program was required by the county’s Local Agency Formation Commission as a condition of the city’s incorporation.

Under the program, the city will raise money to help pay for construction of the corridor by charging a fee to building-permit applicants or those seeking approval of a final subdivision plan.

The price tag for building the Foothill/Eastern Transportation Corridor is estimated at $1.7 billion. The bridge-fee program is designed to collect about 48% of the tollway construction costs.

The Foothill/Eastern Transportation Corridor will construct two tollways to reduce the strain on overcrowded freeways in Orange County. The eastern route will go from the Riverside Freeway near Gypsum Canyon and run to the Laguna Freeway. The Foothill toll road will be constructed from Interstate 5 in San Clemente and connect with the Eastern Corridor.
