Startel Corp., which makes telecommunications networks, said it has restated its financial statements for 1988, 1989 and 1990 to include higher provisions for income tax liabilities.

Based on a review by the auditing firm Deloitte & Touche, the company said it would report an additional loss of $297,000 for 1988, $232,000 for 1989 and $199,000 for 1990. The company said it is uncertain how much additional taxes it will ultimately pay, but the changes were adopted to conform to accounting standards.
