A Friendly Farewell: After 17 years of masterminding Columbia University seminars on media and society, Fred Friendly is calling it quits with tonight’s broadcast of “That Delicate Balance II: Our Bill of Rights” (10 p.m. on KCET Channel 28). “I am 76,” observes Friendly, who is regarded as one of the larger-than-life figures in television news. “Nothing is forever. I relish the thought that in my 55 years in broadcast journalism, 17 also have been spent in America’s largest classroom--public television.” In all, 600 seminars have been held, and 83 of those have been broadcast. As Friendly concludes tonight, the seminars are not to make up anybody’s mind but “to make the agony of decision-making so intent you can escape only by thinking.”
